The Veterans Millennium Health Care and Benefits Act (VMBA) was signed into law in 1999. It provides for the long-term health care needs of veterans, including expanded provisions for nursing home care. If you are a veteran with service-connected disabilities, the VMBA may provide you with alternatives to nursing home care.

VMBA Nursing Care Qualification For A Military Injury

The VMBA gives the VA the authority to expand eligibility for nursing care to veterans with a service-related injury or disease that requires them to have nursing care for a disabling injury determined to be 70 percent or more.

The VA may rate a disabled veteran in two ways:

  • A single disabling injury rated at 70 percent or more
  • Multiple disabling injuries rated collectively at 70 percent or more

Most services-related nursing care benefits for assisted living or in-home care require some degree of disability from injury suffered during a veteran's service, a previous injury that was aggravated during service or a disabling injury resulting from treatment received in a VA facility or by its medical staff.
